Well, even though it is cheap the bike you linked to is still the kind that gets stolen a lot. So having a good quality lock should be part of your budget.
Lots of good quality bikes come up for sale on the Classifieds section. Just make sure it is the right size.
You can spend £185 on that e-bay bike and then have to spend £££s getting it repaired when it breaks down or spend a little more for something off the forum that will be reliable.
There is only so much general advice anyone can give you. Read up, learn a little and be patient and you will find a bike that is good for you.
