I think he means that's the rough cost of labour.
ie
Labour = £3-350
tubeset = x
small parts = y
tools = z
Total (before paint) = All of the above.
FWIW in VAT Argos charge:
**853 **- £1,350
725 - £1,200
525 - £1,100
So you can see a good chunk of any frame cost is build and VAT.
