Hmmm. I'd like to think that is real but it is possible that this is a cowboy method of retrofitting a utility riser, service lift or similar. I've seen people use pile drills when they haven't had access to a proper concrete saw before. Only in a refurb I saw in Calcutta to be fair.

Also, I know I'm hardly one to talk, but that's older than the internet.
