Can't see how a UCI change would had led to investment from the large bike companies. The majority of riders of OTP cyclocross bikes are not racing in UCI events and those that do don't number that many do they? Not in overall bike sales terms.
I think discs were on the way anyway and it has just coincided. I can't see a need for the braking advantages from discs as my mini v's with swisstop pads have never let me down but the gritty/grinding from a dirty rim is not pleasant.
