If you pay via PayPal for an eBay transaction, PayPal are the ones who deal with the complaint.
How long ago did you escalate? It can take up to 30 days for PayPal to decide. You can check status in the PayPal resolution centre.
Does the tracking info show that it was returned over a month ago?
