There will be tape, drilled rims are more common on trials bikes. When the tyre is inflated the tube pushes the rim tape through the holes.

It doesn't need to be any thicker or stiffer than it is for riding on super soft surfaces, which is what the 1OOmm rims and 4.7" tires are designed for.
Saying 'It's shit tape' is ridiculous. Do you have first hand experience of using either it or the rims? Snowcat rims have been run that way for a long time with no problems. It only needs to be enough to stop the tube rubbing the edges of the cutouts, and the fact that there is less pressure in the tube means less chance of the strip failing anyway.

Are the rims drilled purely for weight or is there some whacky reason that they want the rim tape/inner to bulge through? I can't see any reason personally but it would seem that this is bound to be weaker/more prone to punctures than a solid rim - I guess a solid rim may be stronger/more durable but maybe it's just that the drilled rim is strong enough?

Sorry if this is dumb, i ride plenty of MTB but... where would this bike be intended for use?
Is it like some kind of Tibetan platue touring thing, a novelty non race XC breed or what?I love it and would totally get a shot on it if at all possible. I just don't understand what its intended for Specifically.
