    I got this off the internet so might be utter crap but it makes sense to me (but then again so does Nyan Cat)

    Illegal - An act is illegal when it breaks the criminal law.

    Unlawful - A breach of the law that allows civil proceedings to be brought. Does not involve a breach of criminal law.
