    You won't make anything on it.

    EDIT: looking at the other pictures more closely, I think you are much better off cleaning it properly and polishing it. Then strip, clean, regrease, and reassemble with new versions of the basics (bar tape, tyres, etc). No benefit in respraying or changing many (if any of the parts) imo.

    And those bars are really nice... just add some cloth tape...maybe with shellac, given the frame colour....
