Ok. Anyway, my point is (and I'm sure this isn't the place to make it) that there would be more pressure to protect the "nicer" parts of London (say, in the West) than there would be in the South or East (and it seems to me that the police are not doing their all as it is to protect any part of London, so they surely have more resources which could be thrown). This is true in most places around the world, I don't have any reason to doubt its truth in London.

No, Borough Commander are performance managed on crime in their borough and are set target etc. The commander tend to be bothered about the crime and their targets in their borough. So Hackney cares about the targets set for Hackney etc.

Sorry, don't understand (and sure you know): each borough has it's own control over the met for that borough?
Each borough has a borough police force, but they are of course firmly part of the Metropolitan Police. Borough forces often help out across borough boundaries.
Wouldn't that mean that political parties which won the local elections have control over the police in that area?
No, it means that of course the police work closely together with local politicians.
Just on Thursday I was talking to a Hackney police officer I know who had just joined the Hackney Central Safer Neighbourhoods Team (the ward where a lot of today's disturbance has been centred). I can't imagine how she must be feeling--or the local councillors and other people working to improve the place.
