The main problem is that the frame is going to be 120mm or 126mm OLN, and Tiagra is 9-speed so needs a 130mm OLN hub. If it's a 126mm steel frame, you can probably just wing it. You'll need down tube cable stops, either clamp on or to fit the gear lever bosses, and you might find the brakes don't fit either because they're not deep enough or you frame/fork isn't counter-bored for Allen key fitting brakes.
