Highway code generally reads along the lines of - an overtaking vehicle takes the responsibility for ensuring a safe pass which should not impede any other road users.
whichever rule no. that is, its the one they use for when ped's get hit by vehicles overtaking (i.e. ped gets hit by car on wrong side of road, when ped 'already' on road).
