S&C, all the tubing are similar to one other, just different name for different company.
Since RPM reminded me it's an insurance jobs, I'd go for something like reynolds 853/true temper S3/dedacciai EOM 16.5/columbus spirit (they're AFAIK similar tubing to each other).
In the end, as it's a custom job, surely you'd want to talk to the framebuilder and they can build the frame to fit your need? I mean surely the framebuilder will choose a tubing specifically to fit your need?
