As always: too late. Got something similar off eBay (velo-spin, I bet it's a forumenger)
They do and they were already adjusted. It's hard to judge the final position without a saddle and pedals. Anyway, I prefer them sweeping backwards, to be honest. The top tube is idiotically long.
