Never seen it used like that, although the ghost ring is considered a reasonable option for tensioning the primary chain on a tandem. A quick google suggests that it's actually in quite common use as an adjustment to find a magic gear on conversions with vertical dropouts.
This one, though, is spectacularly pointless:
