What if there was a car coming out of the sideroad on the right and they were looking in the direction they expected oncoming traffic to appear from? Yeah alright you're supposed to stop at the give-way line, but on a straight stretch of road like that a lot of drivers will just inch forward because they don't expect some nutter to be driving up the street on the wrong side. Dude in the BMW was going too fast to have been able to react in time if something like that had happened. It's still dangerous driving even if it passed without further incident.
I'm with MrDrem - it's better for people who drive like this to be advised to be more careful before they cause an accident, rather than waiting for them to nearly / actually cause one.
