Since the bars have to end up in the same place, the long headtube/steerer extension/stem add more drag than you've taken away by making the wheel smaller.
i suppose the key point is that it feel fast, and that generally quite encouraging, especially with how easy it is to accelerate the Moulton, even if the longer headtube get in the way.
