Fuck it, this is a spacing issue. If I push the whole tension body inboard, I can make it shift. Somehow I've got to space out the larger sprocket by 1mm or something. It's supposed to be the same 1.8mm width as discussed with Andrew @ Brompton, but it must be sitting further inboard somehow. Will take the wheel off later, rip off that circlip, and take things to the next level…
