If you pull the cable itself i.e. just grab it and pull smoothly, can you make the front mech swing to the correct position in relation to the large chainring, or will it not go out far enough?
If it won't go out far enough adjust the limit screw and try that again, until it does.
It if does go out far enough you need more tension on the cable- it will be slack when the mech is on the small ring
