I know the paint was stripped but how = sandblast then lacquered? -

It has never even seen paint.
I've got the same 'look' on my beater.Was the original paint silver?
Also, I think that other bike is a bit more than unpainted. It hasn't been tidied up at all. My raw lugged frame has some brazing still in and around the cut out lugs, but not the kind of splatters to that effect, or the heat marks.
Still it does look cool.
