When originally released, and rewatching recently, I found "The Bandit Queen" to be a very interesting and powerful film (with the bonus of a soundtrack by Nusrat Fateh Ali Khan).
I can recommend plenty of "singing and dancing" films; but here are some non-"singing and dancing" films I have enjoyed that I can immediately think of at the moment:
Mira Nair's "Salaam Bombay!", "Monsoon Wedding", "The Namesake";
Deepa Mehta's "Fire", "Earth", "Water";
Satyajit Ray's "Pather Panchali", "Aparajito", "Apur Sansar" ("The Apu Trilogy");
"Chak De! India" (stars Bollywood (or "Hindi Film Industry" if Mr. Bachchan) star SRK, but has no "singing and dancing". One of my favourite sports films ever);
"Rang De Basanti" ... has some "singing", but more as musical interludes; in any event the music is scored by A. R. Rahman, and I'll watch any film he scores. A wonderfully idealistic film; one of my favourites, and a brilliant film IMO.
