I'm thinking ambidextrous without having to flip anything. One lever on each side each getting at least a rear break.
There is no way to really cover all the sizes with one bike (particularly with a budget of £0), anyway I think you've got shortarses covered so I'm going to go for around 54-56cm for the medium to big loanees :)
