Drivers don't go slower. They never do, unless you put silly speedbumps in the way. Like with the road narrowings, they just make driving and cycling more dangerous.
Not quite visualising your example but a point needed to be made - everyone needs to chill the fuck out. RLJing every traffic light without a care for safety is just silly, I'm not fo/against RLJing but your and other's safety comes before making up 30secs of you'r journey. Also most speed limits are carefully thought out and are in fact more useful than people give them credit for. Driving 5mph faster is going to get you to where you want a minimal amount faster. Tailgaiting hardly ever makes the driver in front go faster and only serves to create a rist for accidents - the driver in front could loose concentration on the road in front and bang, there goes a cyclist. My brother is an example of this. On the bike and out of a car he's cool, no problems. In a car he's a fucking idiot, tailgaiting beeping the horn at another driver's minor delay.
Many people are like this, I doubt anything will change it. People are quite stupid in many different ways.
