It might be easier to tell people to wear gloves on a bike. Especially if they're riding a hybrid/mtb with rubber grips. Looking at the damage to my mits after a 10mph crash I'm lucky to have been wearing them. Also they offer some padding when you're forced to beat on a cars window.
Also showing people how to wear a helmet properly might be a better idea than getting people who don't want to wear a helmet to wear one. A helmet worn properly looks 10x better so removes the argument that you look like a knob when you wear one.
