Not quite. It allows you to make a durable alu frame, out of traditionaly difficult to wield alu alloys. So you get a better (whatever that might mean) alloy, without the durability issues. As HerrTester also mentioned, it can also make building a less jarring alu frame, a bit easier.
The Koga Full Track Pro claims to be made of scandium enriched alu. Is it?
