Why don't you get a new steerer fitted, sure it would be cheaper in the long run than all this faffing/changing to threaded headset/milling headtube... plus then you could ride it rather than just taking photos of it? :-)
Also, where you had the issues with the carbon steerer shattering if it was not long enough, if you can get closer with the steel steerer through headset and stem, will you not be alright if a few mm short.
1 last thought, as a bit of a bodge, but a completely hidden one, could you fit a quill/threadless adaptor into the steerer, and use that as a kind of extension piece. It would give you probably an extra 30mm, and is essentially proven to be strong enough. *
