Can you help to identify these frames, bikes or parts?

I have a track frame that is currently painted as a swinnerton, however i've got in touch with swinnerton cycles and they have confirmed that it isn't their frame. I thought perhaps it could be a raliegh or carlton frame but the serial number doesn't match the information i've found online.
I really hope someone can help me identify this frame.

the serial number is on the bottom bracket it reads 8372 (the 7 could be a 1) with a 5 on the opposite side.
