Most non crossovers I've seen have inside sync chain, outside drive chain (incl this one:
having said that, most of the ones on google are crossover.
All in all I have no idea why they are set up Sync in, Drive out, but its normal to have the drive be much larger than the sync, so if it the other way around you run the risk of having chainring rub on the stays, no?

Sheldon tells me inner chainline is 41, outer is 46 on standard Shimano.
A single sided spacer could pull that to 40/45, leaving you a wide range of hub options.
