cheap scanners are a false economy and massively frustrating unfortunately.
I would recommend looking at 2nd hand dedicated 35mm film scanners first - the Minolta ones are pretty good (Nikon are much better but pricey). Don't go too cheap/old or you will find they are all SCSI rather than USB/firewire which can be a pain in the arse.
If you are going to be shooting enough 120 then I think the Epson V500 would be the absolute min I would recommend -but its output will (generally) be a lot poorer with 35mm than a dedicated 35mm scanner.
