T-Boning is a really vague rule, which doesn't really work. We all stop in front of other players to hinder their progress, the onus is on the attacking player to move around the hinderer.
I think it jsut means 'no riding into people at right angles', which is a bit easier to call.
Although, if you keep skipping into people at right angles, you should get a front brake, or slow down.
