Where does your mum live ? Counties have a massive factors on budgets. My parents are in cornwall, and my mum has waited around 6 years to be referred to a Neurosurgeon re her back..... now the op would take 8 hours, she is 70, and has parkinsons, making the op extremly dangerous.... I blame them for living in the middle of no where !

Of course we didn't select the ones we got, and the right to do so is so very recent. Given that reasonably representative democracy in this country is 900 years younger than autocratic rule by a self-appointed elite, and that it's a similarly recent state of affairs in most other democracies, I'd say pretty soon.
