You can chase the other team back into their half if you want (crossing over directly after them), often it's difficult if you have to fish the ball out of the net first, etc.
As long as one of your team mates (or yourself) has crossed the halfway line (restarting the game timer), you can shoot, just not before (a "cheap shot").
