Ok I think the reason people are confused is because there is no one at throw ins or practice to blow a whistle at the point of the reset or even enforce it. There are times when the scored upon team are already riding up the court so that the second the other team are crossing back into their half they are ready to take a shot. On paper the defending team were in their half and the attackers were both over the line but there was maybe only a split second in it.
It's still pretty grey but I'm trying to make sense of it myself before I go back and try to explain it to others. There are a lot of people that don't read the forum and the first time they hear these rules is word of mouth, I'm just trying to make sure I'm not repeating the wrong message.
