This is the dilemna of organising regular group things (rides, polo, beers). Move days around to suit the regular attendees/weather conditions, or make it a strict regular occurance in the hope of growing the event....
I'm all for scene dictators (I pretty much boss people around at polo, pistaboy is growing into beers-boss, void is de-facto food-ride kingpin) as it gets things done. If people are unhappy with how things are going, they can stage a revolution/have a quiet word (I for one wouldn't take it personally with polo).
