There's never a need, but quite often people who get swastikas do it not in order to be offensive, but to attempt to reclaim the symbol from the Nazis.
Personally, I agree with you - I don't think it's a good enough symbol to require reclamation by the tattooed, and I think any attempt to do so will be inherently muddied by its context - but it's almost never a straight up homage to racism.
