depend, with the integrated rack like that, I can achieve a lower centre of gravity (as the pannier mount is a lots lower) I won't be carrying a huge amount of load as I already got a perfectly good touring bike.
Gabe, remember Scott did build his to be a light touring bike.
Also it'll be lighter and possibly stiffer*.
*depend on his design, he's thinking about how to build a rack around it.
