There's no way a 700c bike will ever fit someone that size as well as a 650/26" or below bike will. You can bodge things with a really short, dropped stem, but you'd be fighting the nature of the frame. Small (15" or less) old school (pre-suspension fork) mtb, or folding bike would be best IMO.
