Check the rim tape for holes/cracks above the spokes. They may be hard to see with the tyre off, but under 7bar of pressure, the tape can stretch quite a way into the spoke hole. You could try Veloplugs instead of tape, as they are stiffer. Put a layer of electrician's tape over them if you're not an obsessive weight weenie, provides extra protection to the tube and eliminates the possibility of a plug getting knocked out when changing a tube, resulting in an instant new puncture :-(
