@HatBeard - I don't think you can call 'Shaun of the Dead' and 'Hot Fuzz' low budget productions. $4m and $8m is not exactly a shoestring, but I get your point. Since Paul is estimated to cost $50m (I have a hard time believing that figure, but then looking at the cast it could easily be the case.). I don't think trying to just restrict the budget as a means to get good work ever works. You just need producers that are able to control the finances better and make the right choices.
Not having Wright there gives them a chance to find out if they can be good together without their usual writer.
