Just a thought that occurred to me today- the ASL is widely ignored and pretty much never enforced.
The legislation seems to be a little confused, so the coppers pretend it does not exist.
In order to make use of existing legislation that is widely understood why not just paint the ASL area with the yellow cross hatching of a "do not enter unless you can exit" box?
Those are 3 points and £60 if you are in them, no excuse, done and dusted.
