Isn't the actual definition of the cross hatched box, your exit must be clear to enter (not the same as you must not stop) so if turning right, your exit could be clear, but you've still got to wait for the contraflow to let you through. I thought buses were subject to the same rule (I have seen some buses follow it) but I thought they just ignored it or had some argument that saved them from it!
