IMO the best value you'll get is whatever hubs PX have on sale - usually their own-brand ones - normally at £30 a pair. Plus ACI double-butted spokes from Cyclebasket or Outspoken - about £13 for 64, albeit exc. P&P. So, £19. And then a decent sub-£20 rim like the Rigida Flyer, £14 each from Parker. Maybe stretch to Open Sport for few quid more if you fancy treating yourself.

and then get someone good to build them for beer. Or £30 from Arup. The spokes, rims and build (I assume they're machine built) will be much better than those ones from TFG. It might require a bit of faffing around but I think it would be worth it.
