With your budget, and with the emphasis on weight, you're on the right track with Tune/Kinlin. There might be hub options from M5, Extralite etc., or you could go pre-built RAR Tempo at 1370g claimed, or even Hed Ardennes at about the same weight, but they are both a bit more expensive.
