I've not heard of that. We always use whatever width our shoulder are. 42cm for me.
Cinelli pistas do them in 40 and 42 - http://www.shinybikes.com/bikes/cinelli-pista-handlebars
It looks like 3T have stopped making their pista's
As you say all the Deda bars I could find were 42cm. Not listed on their webshite which didn't help.
