I had the initial response you had, i.e. they'd got their facts wrong. But, there were a couple of seasons a few years ago when the track was closed due, as far as I'm aware, to issues between Dulwich Estates and Southwark Council. That's when the VCL stepped in and were granted a succession of short term leases to operate the track. I think that may be what the writer is referring to.
