^ wow. 25.1 - I think that means pedestrians in the cross walk have right of way over vehicles when on the crossing. *or that is what i think it should say, but even with english as my fisrt language I have difficulty with that!
Strictly speaking vehicle has right of way at zebra crossing until ped puts his/her foot on the road.
But loads of peds sensibly stay on the pavement and wait for traffic to stop...if traffic obeying the strict letter didn't stop they'd never get across. Highway Code guidance (195) says be ready to slow down and stop - that's not mandatory
