Does the wight have to be part of a piece of the bike? You couldn't add weight to say the under side of the saddle?
I think you can add ballast, but it's better to make use of the extra weight to stiffen a bike or improve its aerodynamics rather than just waste it. For example, increasing the front rim depth from 50 to 100 would add weight and stiffness and reduce aerodynamic drag, while strapping 250g of lead to the underside of the saddle would only add weight.
