They have a sticker on them which says it is illegal to ride them on the roads. Bike shops can sell a track bike for the track, not their fault if it is ridden on the road. I think they should all be informing people how dangerous it is to do so, in my opinion.
I did an article recently on brake law, and I remember that there is an exemption on childrens' bikes based on height. BMXs may fall into this category. If not, they can be similarly sold as for use in bike parks, I would imagine.
