Thing is that seatpost is an odd size (from Decathlon I think) and the Pug cranks certainly point to it being an old gas pipe Peugeot.
Splitting really is the best option. You could even get something reasonable for the frame on the bay if its in good nick but please include the bb, headset (?), handle bar stem (and bars) and seatpin which are all pigs to source for french oddities.
