If London had guaranteed snow for 4 months of the year I am sure people would be prepared and have the right kit (bikes, Cars, clothes etc,.) The UK hasn't had much snow for years until recently and people are still surprised when it snows (especially a few years running)
So for the UK it is the worst ever snow - a matter of perspective
