To "improve" it...
Get matching wheels.
Lower the stem.
Take off the inner chainring
Pop on some risers/Mustache bars.Then It should be feel ok ride....
(if it is a joke then I just made myself look like a fool by not picking up on it but seeing as its the internet it doesnt actually matter)

Even if you don't listen to any of this (which you should) please get some foot retention. Our NHS is struggling as it is.

I don't think you will have a lot of buyers, for this sort of bike, hence lower price.
The overall combination of a road frame with 650cc front wheel and road cranks, makes it a bit weird.
Split it, most of the parts looks like they are in good condition. -

To "improve" it...
Get some decent forks that aren't bent. And / or just throw the frame away as well - it's worth less than the paint that's on it.

Or get a bigger frame. from the height of that stem/ seatpost it looks as if your tallish so get a frame that fits

That seatpost looks like the diameter of one of my grannies fat knitting needles, shes probably busy knitting me a feckoff cable-knit cardigan as we speak, if only she wasnt very dead.
And, the bars look like they're off a man's bike, and this is obviously a juniors frame??

And the spokes are threaded back to front, and the seat pin's continental, so useless on LHS drives.
